I don't understand what this guy got arrested for, but it seems like they are just into BDSM. Or maybe just he was and she didn't know? This list of rules just looks like two people who have agreed to live a BDSM lifestyle (almost) 24 hours a day.
It's not for me, but I'd say it probably wouldn't hurt anybody. (Except apparently this guy got arrested for kidnapping his wife and child porno...my point is that some otherwise harmless and probably nice people choose to lead this lifestyle...I find it more funny than anything else.)
